THE ORGANIZATION
The Saskatchewan Workers’ Compensation Board (SaskWCB) has a legislated mandate to deliver workplace insurance to Saskatchewan employers and benefits to Saskatchewan workers if they are hurt at work.    The SaskWCB is governed by a three-person, full-time Board of Directors (BoD).  The Chief Executive Officer reports to the BoD and is supported by an executive team of five.

The SaskWCB has distinguished itself as a high performing organization relative to its peers across Canada.   The organization is recognized as a Top 100 Employer with approximately 450 team members located in Regina (370) and Saskatoon (80) who provide a wide range of programs and services to employers and injured workers.   According to the 2018 annual report, the SaskWCB continues to achieve strong financial performance and remains fully funded, with sufficient assets to cover the future costs of all claims in the system.  However, significant room for improvement remain!

THE OPPORTUNITY
Job Title: Vice-President Prevention & Employer Services
Reports to: Chief Executive Officer
Direct Reports: Director Prevention; Director Employer Services
Indirect Reports: Prevention approximately 20; Employer Services approximately 45
Location: Regina

THE MANDATE
The Vice-President, Prevention and Employer Services provides executive leadership to WCB’s injury prevention and employer service programs and services.  He/she partners with other executive leaders in ensuring the continuous improvement of processes, programs and services in support of WCB’s mission and vision and develops and maintains relationships with external partners in the advancement of national and provincial safety strategies.
Key Accountabilities
Executive Leadership –
  • As a member of the Executive Management Team, contributes to the achievement of WCB’s vision/mission and goals through active participation and collaboration in strategic and operational planning and deployment; and, through the alignment and enablement of his/her directly reporting departments.
  • Provide vision and leadership within and external to WCB towards the elimination of all workplace injuries – zero injuries, zero fatalities and zero suffering.
  • Demonstrate, and coach in others, the behaviors, values and processes that best support WCB’s desired culture.
  • Develops and implements strategic and operating business plans and budgets for functional areas of responsibility that are aligned with and support corporate plans.
  • Provides recommendations to strategically enhance business opportunities with respect to prevention and employer services.
  • Engages with WCBs in other jurisdictions to share information and continuously improve upon processes.
  • Contribute to the task of enhancing and protecting the image of WCB with all its publics.
  • Directs, supports and / or participates in the development and maintenance of Business Continuity Plans, ensuring divisional plans are complete and current.
Prevention – Specific to this scope the VP Prevention & Employer Services provides executive leadership to:
  • Leads the WorkSafe strategy; participates as a key member of the joint WCB/Ministry of Labour Relations and Workplace Safety, WorkSafe Steering Committee and WorkSafe Working Group.
  • A Board member of Safe Saskatchewan, supports the strategy to eliminate unintentional injuries within the province, coordinating with other programs and services.
  • Establish and maintain provincial and national strategic alliances and professional relationships to achieve the Board’s vision of prevention and positively impact the provincial injury rate to achieve Mission Zero.
  • Oversees industry-based Safety Associations funded through WCB premiums.
Employer Services – Specific to this scope the VP Prevention and Employer Services provides executive leadership to
  • Meets the needs of both employers and the WCB by ensuring the provision of comprehensive, timely and accurate services in the areas of registration, experience rating, and audit and account management.
  • Provides and/or sponsors supports and services that enable Saskatchewan workers and their employers to effectively reduce workplace injuries and illnesses through:
    • the timely and cost-effective development and implementation of risk reduction programs; and,
    • the implementation of return-to-work programs that are aligned with the WCB goals and policies.
Team leadership – As executive leader accountable for the Prevention and Employer Services divisions this role is accountable to:
  • Ensure maximum individual and team performance through the acquiring, organizing, developing and motivating of staff; promotes leadership and management excellence.
  • Models, coaches and promotes culture of continuous process improvement.
  • Support SWCB’s prevention and safety initiatives.

FIRST YEAR DELIVERABLES / MEASURES OF SUCCESS
Success in the first year will be determined by the candidate’s ability to:
  • Build effective, collaborative relationships with CEO and executive peers, senior management teams and key customers.
  • Develop key stakeholder and customer relationships (Employer Association, Labour groups, etc)
  • Amplify recent improvements within areas of accountability and approved strategic initiatives have had desired impact.
  • Gain a deep understanding the WCB’s approach to continuous improvement and the systems that support it.
  • Positively contribute to the organization; is respectful of colleagues and has the respect of his / her downline and external stakeholders.
  • Team feeling their profession development is being supported, that they are growing
  • VP engaged in business, has made meaningful contribution by reinforcing key strategic direction, being involved in quarterly meetings, and supporting escalation where appropriate.
  • There would be an engaged, excitement around our injury prevention initiatives, that will lead to fewer claims, less severe injuries; sense of integration and ownership of prevention more broadly within SWCB.

CANDIDATE PROFILE
The successful candidate will have the following:
Education
  • A University Degree in a related field is required.
Experience
  • Several years’ experience working with senior level staff, Boards, business owners and safety related organizations is required.
  • Demonstrated leadership experience including at least four years successful experience in a similar role focusing on prevention and safety, risk management or insurance.
Competencies and Attributes
  • Technical: safety, health & injury prevention; experience rating process; communication, oral and listening; communication, written, policy development / renewal; business continuity planning; human resource practices.
  • Behavioral: strategic and achievement orientations; cooperation & organizational teamwork; interpersonal relations; ability to influence and understand impact; organizational awareness; managing business relations; team leadership; problem-solving / decision-making;
